If your book is a "Self Cover" meaning both cover and insides are the same paper, then the Cover is page 1, although you do not put the page number on the cover. So your first page number to be visible would usually be page 3, and say Page 3.
If your cover is a heavier weight from the insides, then Page 1 starts on the beginning of the inside text pages and the cover doesn't count. SELF COVER: When ordering the project from a printer, if you have 24 pages with a Self Cover, that is how you order it. 24 Pages, Self Cover. SEPARATE COVER: When ordering a book with different papers for the cover and insides, you order 20 Pages Plus Cover.
